04All 196 ever measured

Every country

In order, lowest value first. No rank or position is shown: too many countries share the same value for an order to mean anything. Counts, not rates, so a large war dominates and most countries read zero in any year. The figure follows where the fighting happened, not who fought: deaths in a war between two states are counted on the territory where they occurred. A conflict enters UCDP's data only once it reaches 25 battle-related deaths in a year.

About deaths in state-based armed conflict

How many people were killed inside each country's borders in armed conflict where at least one side is a government — civil wars, insurgencies and wars between states. The Uppsala Conflict Data Program counts it event by event, every year since 1989.

What the number is: Deaths in state-based armed conflict (people).

12Questions

Deaths in state-based armed conflict: questions and answers

Which country has the lowest deaths in state-based armed conflict?

154 countries share the lowest reading, 0, among the 196 compared in 2025, so no single country is named.

Which country has the highest deaths in state-based armed conflict?

Ukraine, at 90,323, among the 196 countries compared in 2025.

How many countries does the Deaths in State-Based Armed Conflict cover?

196 in 2025. The number measured varies from 169 to 196 between editions.

What is the world average deaths in state-based armed conflict?

This site does not calculate a world average, which would depend on how countries are weighted. In the middle country of the 196 compared in 2025, the figure was 0.

Is this Uppsala Conflict Data Program (UCDP)’s own ranking?

No ranking is shown. Uppsala Conflict Data Program (UCDP) publishes values only, and too many countries share the same value for an ordering to mean anything, so none is derived.

How often is the Deaths in State-Based Armed Conflict published?

This site holds 37 editions, describing 1989 to 2025.

Where does the data come from, and can I download it?

From Uppsala Conflict Data Program (UCDP), under CC BY 4.0. From UCDP's own country-year dataset on organised violence, which assigns each death to the country where the event took place — not from its conflict-level battle-deaths file, which cannot be split by country without further arithmetic. UCDP's country list has Israel and no Palestine, so deaths in Gaza and the West Bank are counted under Israel. Every edition is on this site’s Datasets pages as a full table, and downloads as a CSV file with every value unrounded.

How this page reads the numbers

  • No rank or position is shown: Uppsala Conflict Data Program (UCDP) publishes values only, and too many countries share the same value for an ordering to mean anything.
  • Which end is better follows the publisher’s own reading of the measure.
  • A country is named at an end only when it holds that value alone. Where several share it, the page says how many and names none first.
  • Values are stored exactly as published and trimmed only for display. “The middle country” is the median of the countries measured, not a world average.

The file itself, column by column — where it came from, what each column holds, and every edition as a CSV — is on its dataset page.
