How prepared is a government to use artificial intelligence in public services?
United States placed first of the 195 countries compared in 2025, at 88.36, and Guinea-Bissau last, at 12.12. In the middle country the figure was 40.19. Among the 156 countries measured in every edition since 2020, the middle one moved from 42.16 to 45.76.

Oxford Insights’ Government AI Readiness Index scores how prepared a government is to use artificial intelligence in the public services it delivers, out of 100, across government, technology sector and data infrastructure. It measures capability to adopt, not how much AI a country builds.
What the number is: AI readiness score (0–100).
What it does not measure
It scores a government's preparation, not how AI is actually used, and it does not judge whether that use is safe or fair.
